As founder and President of NTCIC, John manages investor relations and governing and advisory board/staff relations; oversight of the acquisitions process; program goal setting; and conceptualizing and implementing overall strategy and new lines of business.
John has a Masters Degree in Urban Planning from GWU and brings over 30 years of community development, banking and tax credit experience to NTCIC. In addition to his 10 years since founding NTCIC, John’s experience includes employment, in various community development financing capacities, with: Neighborhood Housing Services, NeighborWorks USA, Enterprise Community Partners, Bank of America and the National Trust Loan Fund (the National Trust for Historic Preservation).

As Chief Operating Officer, Randy assists the President with the overall operations and strategic planning for the NTCIC. Randy also oversees the accounting and asset management functions. With over 30 years of experience in commercial real estate finance and asset management, Randy has acted in various senior management roles, including VP Strategic Planning / Asset Management, Director of Finance and Controller. His experience includes: partnership structuring, tenant lease restructures, partner and lender liaison, strategic planning and controllership functions. Randy is a CPA and holds a BS degree in accounting and finance from George Mason University and is a member of the American Institute of CPA’s and the Maryland Society of CPA’s.

Melani is responsible for confirming all scheduling requests, maintaining strong communication with the Governing & Advisory Board, advising President’s office of external affairs or requests and serves as the first point of contact to the President and COO for internal staff. Melani most recently joined NTCIC from the District of Columbia’s Mayor’s Office of Community Relations & Services as the Executive Assistant to the Director. She also had the opportunity to serve in the capacity of former Mayor Adrian M. Fenty’s scheduler within his Executive Office. Melani graduated with a Bachelor of Arts from Loyola Marymount University of Los Angeles, where she majored in Communication Studies & Business Administration.

As Office Manager, Ted is responsible for organizing and coordinating office operations and procedures in order to ensure organizational effectiveness and efficiency. He oversees NTCIC Human Resources where the goal is to improve the hiring process and upgrade the maintenance of employee personnel records. Ted is also the first point of contact for computer technology and software issues. Ted comes to NTCIC after 8 years with The Mills Corporation, a large REIT in Washington, DC, where he was a property analyst. Before The Mills Corporation, Ted spent 13 years as General Manager and partner in Netmark, Inc. a four million dollar a year home improvement business based in Bethesda, MD. Ted graduated Delaware Technical Community College with an Associate Degree in Business Administration before going on to the University of Delaware and the Military.

As Marketing and Communications Director, Anna creates, implements and oversees communications and outreach initiatives that aim to effectively represent NTCIC throughout the industry. In addition to managing this website, she assists in public policy efforts and manages Board relations. She holds a Master’s degree in American Studies and Historic Preservation from the George Washington University, and graduated with a Bachelor of Arts from Miami University of Ohio in 2006, where she majored in American Studies and History. She currently sits on the Board of Directors for Preservation Action.

As Controller, Suzanne oversees the accounting function for NTCIC and its funds, including preparing financial statements, managing audit and tax reporting, assisting with NMTC compliance, and performing loan servicing for all debt investments. Because of her NMTC background, she is a second set of eyes for NMTC compliance on each capital deployment.
Suzanne has over 20 years of accounting and finance experience and has held various senior management positions in corporate accounting for both private and public companies. Prior to joining NTCIC, she worked with Enterprise Community Investment, Inc., and held a manager position in the financial services practice of KPMG, a national public accounting firm. She spent 50% of her time deploying NMTC capital at Enterprise, where she closed deals totaling approx. $100 million, and 50% of her time overseeing NMTC compliance and investor reporting. Suzanne is a CPA and holds a Bachelor of Accountancy, Magna Cum Laude, from The George Washington University and an MBA from Johns Hopkins University.

Janet assists the Controller in maintaining accounting records of NTCIC and its funds. She also assists with NMTC compliance and loan servicing, and accounts for all equity and debt investments. Janet has over 20 years of experience in real estate finance and accounting and gained experience in low-income housing tax credit asset management through employment with Enterprise Community Partners, where she monitored budgets, reviewed financial statements, and assisted in all phases of asset management. In her former position at a real estate development firm, she monitored construction projects in excess of $400MM.

As Fund Accountant, Akshat assists in maintaining accounting records for CDE’s and NTCIC’s funds. He also works with the loan servicing, and accounts for all equity and investments. Akshat joined NTCIC from public accounting background with strong experience in auditing, tax and corporate accounting. At his previous jobs he has worked with Non profits, real estate developers and regional corporate businesses. He was also responsible for accounting and auditing of HUD and low income housing properties. Akshat received a Bachelor of Science in Accounting from the University of Maryland. He is a CPA license candidate, actively pursuing from the State of Delaware.

As a staff accountant, Tondalaya assists the accounting department by maintaining the accounting records for NTCIC and other corresponding entities. Tondalaya joined NTCIC having experience in public accounting and some Non-profits. At her previous job, she was responsible for maintaining accounting records, preparing corporate taxes, and performing internal and external audits. Tondalaya received her bachelor’s in Accounting from North Carolina A&T State University and is currently pursuing her Master’s Degree in Accountancy.

As Managing Director, Kandi oversees the Acquisitions and Underwriting Team of NTCIC, which is primarily responsible for finding, underwriting, closing, and initiating the first equity and loan disbursements to a project. She also originates and manages NTCIC’s upper-tier investor relationships.
Kandi has more than 20 years of senior level experience in commercial real estate development and finance. As Director at Wachovia, she originated and managed developer relationships through underwriting, closing and asset management of complex transactions, including historic and New Market tax credit investments. As Vice President at PNC and Simpson Housing Solutions (formally KBMH), Kandi originated LIHTCs and HTCs. Kandi is also licensed as a general contractor and general engineer in California. As Construction Manager at Bovis, she established on site project development experience for high-profile historic and non-historic new construction projects. Ms. Jackson received an MBA with a concentration in finance from Pepperdine University.

Kirk has an extensive background in real estate, including 10 years in commercial real estate property management, sales and leasing, four years with the revolving fund at a nonprofit statewide preservation organization and seven years of experience in HTC and NMTC tax credit syndication.

As Senior Acquisitions Manager, David is responsible for origination, underwriting, negotiating and closing NTCIC’s NMTC and federal/state HTC investments. David has over 11 years of experience in real estate finance and development. In addition to his NTCIC experience, David has spent 3.5 years as a development manager for historic tax credit redevelopment projects, 3.5 years of experience as a market and transaction analyst for an investment, brokerage and advisory firm and 2.5 years as a commercial appraiser. David holds a Bachelor of Arts in Economics from the University of St. Thomas in St. Paul, Minnesota, a Master of Business Administration and a Master of Regional Planning from the University of North Carolina at Chapel Hill and is a licensed North Carolina real estate broker.

As Senior Acquisitions Manager, Jerry is responsible for origination, underwriting, negotiating and closing NTCIC’s NMTC and federal/state HTC investments.
Jerry has over 20 years of experience in real estate and community development finance, including 9 years of experience as Program Manager of Affordable Housing and Community Development Investment for the General Board of Pensions of the United Methodist Church. In this position Jerry worked with financial intermediaries to develop a secondary market for loans originated by financial institutions serving low and moderate income families while producing fiduciarily responsible investment returns for the membership of the pension fund. Jerry also spent 6 years as Senior Acquisitions Manager for the National Equity Fund where he gained experience originating, underwriting and closing Low Income Housing Tax Credit Investments. Jerry has also worked as a development consultant and asset manager focused on affordable housing. Jerry holds a Bachelor of Arts Degree in Economics from Iowa State University.

As Underwriter, Michael is the first point of contact for prospective deals. Before rejoining the company in 2010, Michael previously worked for NTCIC for 3 years as an Acquisitions Analyst. Michael also has over 2 years experience as a senior associate with Reznick Group, a national accounting firm widely recognized by the tax credit industry for its expertise in tax credit transactions and over 3 years as a Senior Acquisitions Analyst with a private equity real estate investment company for which Michael sourced, underwrote, and helped structure acquisitions in excess of $400 million. Michael has a Bachelor of Arts in Finance from Towson University.

Before joining NTCIC in the Underwriter role in 2008, Andrew earned over 4 years of experience as an associate with a commercial real estate brokerage and development company that specialized in urban markets and established communities. Prior to that, he had 10 years of experience in sales, marketing and fundraising in non-profit and Internet marketing organizations. He graduated from the University of California, Santa Barbara with a Bachelor of Arts degree in History and has a Master of Science degree in Real Estate Development from Johns Hopkins University.

As Senior Asset and NMTC Manager, Christina works closely with the Underwriters to determine whether a project meets the necessary criteria for a NMTC investment from NTCIC, such as the ‘but for’ analysis, additional levels of distress, flexible financing criteria, and NTCIC’s Community Benefit Agreement which includes developer space and use set-aside requirements. Christina is responsible for asset management of a portfolio of NMTC and HTC investments and the development of NTCIC’s extensive proprietary asset management database. Her responsibilities include construction monitoring as well as lower tier compliance, and investor reporting these investments.
Before joining NTCIC in 2006, Christina spent a year as a loan administrator for GMAC, a former leading warehouse lender, where she managed account portfolios totaling over $1 billion in bank credit lines. She has 3 years of experience as a commercial real estate paralegal for a large law firm, where she was the sole paralegal on $1 billion fixed-rate CMBS and $1.5 billion floating-rate CMBS transactions.

As Director of Asset Management, Bret is responsible for the supervision of the asset management functions for NTCIC’s NMTC and HTC portfolios including all disbursements from closing through subsequent installments based on properties meeting benchmark requirement including management of capitals calls from investors. He also creates and maintains asset management systems including compliance and project level reporting for both Historic and NMTC investments. Bret has over 18 years of experience in commercial real estate appraisal, underwriting, financing, asset management, and acquisition/due diligence. Prior to joining NTCIC, Bret spent 3 years as an Investment and Acquisition Manager at a private equity real estate investment company and was primarily responsible for underwriting potential deals, evaluating risks, and financial analysis. Bret also has 5 years of experience as a Senior Asset Manager at Fannie Mae and managed a residential portfolio of 35 assets with a total asset value of $1.1 billion. He provided direct asset management and fund oversight for joint venture market rate equity, mezzanine debt, and historic tax credit/mezzanine equity for acquisition/rehab and new development deals. Bret has a Bachelor of Business Administration in Finance from The College of William and Mary and a MBA in International Finance from Loyola College.

As Senior Asset Manager, Margaret manages a portfolio of NMTC and HTC investments totaling $125 million. She is the primary contact with developers during the HTC and NMTC compliance periods. Additionally, Margaret reviews construction draws and post-closing HTC fundings, completes investor reporting, works out problem loans, monitors HTC and NMTC compliance and assists in reviewing audit and tax returns. Prior to joining NTCIC in 2010, Ms. Whitesides was the director of asset management at Enterprise Community Investment from 2007-2010. At Enterprise, she was responsible for the asset management of $570 million in NMTC investments that funded commercial real estate and also managed relationships with developers, CDE’s and investors. Margaret has over 25 years of progressively responsible experience in commercial real estate lending, asset management and relationship management with Enterprise Community Investment, GMAC-RFC, Freddie Mac and national banks in the Washington, DC area. Ms. Whitesides has an MBA from the George Washington University and a Bachelor of Arts from the University of Virginia.

Before joining NTCIC in 2007, Andrae earned over seven years experience in asset management, compliance monitoring and loan administration of both equity investments and mezzanine debt for CIG International, a real estate investment firm, and Key Bank Real Estate Capital. He has a Bachelor of Science in Business Administration from Houghton College (NY).

She graduated with an MBA from the University of Texas, McCombs School of Business, focusing on Real Estate Finance. Prior to her MBA, she served as a Real Estate Development Manager for a financial advisory firm. Kathleen managed the commercial/residential real estate portfolio and collaborated with urban planners, researchers, builders and other professionals during the development stages of Cafferytown Ltd., a real estate development in Lafayette, LA.

As the Asset Management Project Coordinator, Laura is responsible for assisting the asset management team. She assists with the processing of post-closing equity investment installments based on operating agreement benchmarks, NMTC internal audit review, Bank wire transfers, database project review and data entry. Laura also manages Self-Help deals along with assisting with NMTC projects. Laura has acted in this capacity for 3 years and has completed several relevant courses in real estate and accounting. Additionally, she has over 18 years experience in client service oriented positions.
